Strengthening of think tank capacities of CEMI in the fight against corruption
Center for Monitoring obtained biannual institutional grant of the Institute for the open Society –Think Tank fund from Budapest, for strengthening its think tank capacities in the fight against corruption. This grant significantly contributed, not only to the strengthening of capacities, but also to transformation of our organization towards a research center for policy creation and evidence based advocacy.
One of the project activities is establishment of the Policy Reasearch Unit, which is currently composed of distinguished national and regional experts, who already have shown their competencies by creation of several important studies. This project encompassed work on the team-building trough strategic planning and adoption of the set of policies to resolve internal management issues.
Strengthening of the capacities was achieved trough serial of trainings for employees of the Center for Monitoring, led by experts in the area of policy preparation, creation and advocacy. In the field of experience exchange within the region, CEMI established important contacts with famous think tank organizations, representatives of which visited Montenegro. On this occasion, round table “Importance of the think tank organizations in democratization of the Western Balkans” was organized with participation of eminent professionals, politicians, civil society activists and media.
Center for Monitoring, within the same project realized a public opinion survey on corruption perception, which attracted significant attention and served as a good basis for further fight against corruption. Our organization proposed 62 measures, in total, that were included into the National Strategy for the fight against Corruption and Organized Crime (2010-2012). Adopted measures are connected with improvement of political system, political party financing, improvement of the election process in context of the prevention of misuse of the national resources, education, legal system and whistle-blowers protection.
Project in its final phase gave first concrete proposals of public policies created by the Policy Research Unit “Policy for fighting against corruption in education - Effects of the current policies and recommendations for adopting new ones” and “Reform of the anti-corruption institutions in Montenegro: How to make the system more efficient?”
