EU Matrix - monitoring of the implementation of NPI in Montenegro

Institute Alternative (IA), European movement in Montenegro (EpCG) and The Monitoring Center (CEMI) are implementing the project „EU Matrix – monitoring of the implementation of NPI in Montenegro“supported by Open Society Institute Foundation – Representation in Montenegro.

The project aims to accelerate the European integrations process in Montenegro by improving the quality and quantity of participation of civil sector in that process, and by improving the quality and scope of cooperation between government and other state institutions and NGOs.

Activities covered by the project include, on one hand monitoring of the state bodies' activities on implementation of obligations under the NPI by NGOs that would work on monitoring of quality and quantity of realization of the certain areas of the NPI, and on the other hand this project provides their active participation in analysis and creation of policies and recommendations for improvement of the whole process.

In addition to the monitoring of the qualitative and quantitative refers of this process, it will be also monitored its openness and transparency, both in the process of implementation of the NPI in Montenegro and its revision.
Specific activities under the current phase of the project EU Matrix include:
• classic monitoring through the collection of information about the implementation of NPI activities through request for free access to information, in-depth interviews with the participants of the process and other research and analytical activities
• writing of three policy papers, and 3 short studies with recommendations related to the implementation of activities foreseen in the NPI
• 3 opening round tables and 3 final panel discussion on the content of analytical reports.

Projects aim to provide monitoring of the NPI until Montenegro becomes an EU member, with intention to annually contribute to the implementation and revision of NPI.
