The monitoring center, in cooperation with Juventas and Cazas, has been implementing a project that aims to contribute strengthening advocacy and monitoring functions of organizations of civil society in Montenegro, in order to influence, in most qualitative way, the development of policy and legislation in the areas of health and social issues. Special aim is development of capacities for creating public policies of Coalition for social changes and its members for advocacy within the Strategy for Social Exclusion and Reduction of Poverty.
Civil society organizations which are active in the area of health care and social protection, participate in the process of preparing and writing of strategic documents and in order to improve their contribution it is necessary to improve their capacities in that area.
The Coalition is an open-access type, and all interested civil society organizations, which deal with issues of reducing poverty and fighting social exclusion in Montenegro, can become its member. Organizations that were initially invited to become members of the Coalition are leaders of civil society in the areas of health, education, social protection and fight against unemployment:

2.Pedagogical Centre
3.Center for civic education
4.Ekvista
5.Roma Scholarship Foundation
6.Association of parents of children with special needs
Representative of each organization will have its place in the workshop which will deal with a certain problem round of the Strategy for Reduction of Poverty and Social Exclusion.
Project activities
Members of Coalition will pass an expert training through organized trainings in the following areas:
1. Writing of EU projects, Podgorica
2. Policy based advocacy, Podgorica
3. Advanced level ‘’ Policy based advocacy’’, Sarajevo
4. Writing of effective public policies, Belgrade
Within the project it will be conducted monitoring of the Strategy for Reduction of Poverty and Social Exclusion, public opinion survey, as well as preparation of the study for improvement of implementation of the Strategy for Reduction of Poverty and Social Exclusion. Each organization will have its representative in the workshop which will be in charge for writing of studies. Each workshop will correspond to a certain problem round of the Strategy for Reduction of Poverty and Social Exclusion. Prepared studies will be presented to the public at open panel discussions, and at the same time it will be printed and published in Montenegro.
