The Monitoring Center - CEMI is a nongovernmental, non-profitable organization founded in March 2000, whose main goal is to provide infrastructural and expert support for continuous monitoring of total process of transition which is in course in Montenegro. One of the main reasons of CEMI's success so far is openness for every citizen who expresses willingness to participate in the activities of our organization. The fact that represents this the best is the number of over 2.000 adult volunteers which were involved in a different ways in the work of CEMI. In other words, almost 0,5 percents from the total number of citizens who are eligible voters are actually the members of the organization, which reflects the best how important is the rule of CEMI in democratic development of Montenegro.
Vision of CEMI - Montenegro as a land of free citizens, the rule of law, social justice and equal opportunities.
Mission: CEMI is a non-governmental organization whose mission is to continuously provide support to reforms and strengthening of institutions of political system and civil society organizations through proposing and monitoring of the implementation of public policies in the field of rights and freedoms, fight against corruption and European integrations in Montenegro.
Goals of CEMI are to contribute to:
- effective implementation of public policies and international commitments in the areas of Democratization, Human Rights and Freedoms, fight against corruption and European integrations;
- harmonization of national legislation and institutional framework with the requirements of the process of accession to the EU;
- improving the efficiency of institutions dealing with Human Rights and Freedoms, fight against Corruption and European integrations;
- increase transparency and activities of the institutions of political system and civil society organizations;
- improving information and education of the public on democratization, protection of Human Rights and Freedoms, fight against corruption and Euro-Atlantic integration.
Users of CEMI are: citizens, civil society organizations, media, donors, local governments, state governments and economic entities.
Programs of CEMI are: Democratization and human rights, Fight against corruption and Euro-Atlantic integrations.
Divisions of CEMI are: Public policy research, Legal department, Public opinion survey, PR Department.
